Why can’t I get boots fit my calves?

I must have the biggest calves in the world, either that or there is an international conspiracy to never allow me in boots! No matter what make, material or fastening, I cannot get boots to fit me.  So I'm stuck with either builders boots or floppy canvas ones - even wellies struggle to rise to the challenge.
